12/20/2011 FMCSA Reminds Carriers to Update Fleet Data
Motor carrier data used to calculate SMS scores, such as Vehicle Miles Travelled and Power Unit data needs to be updated.
If your VMT data is 2009 or older, it will not be used in your calculations when the January Safety Measurement System (SMS) snapshot is posted at the beginning of February. The Motor Carrier Registration form, known as the MCS-150, is used to calculate your Unsafe Driving and Crash Indicator Behavior Analysis and Safety Improvement Category (BASIC) percentiles.
FMCSA urges carriers to update MCS-150 forms with 2010 VMT/PU information now or shortly after January 1, 2012 with 2011 data to ensure FMCSA is using the most accurate data available to calculate percentiles.

In a contentious session yesterday, the Senate Commerce Committee cleared the truck safety section of the pending highway bill.
The committee cleared the bill 13 to 11 on a party-line vote, not because the Republican minority opposes the safety provisions, but because the measure includes an amendment concerning freight planning that the minority does not like.
The safety provisions include a mandate for comprehensive electronic onboard recorders and a requirement that the Federal Motor Carrier Safety Administration establish a clearinghouse for drug and alcohol test results.
The bill also would require FMCSA to establish a written proficiency exam for new entrants into trucking, and an employer notification system for driving violations. And it calls for research into the possibility of crash worthiness standards.
The contention arose over a provision to create a national freight policy and infrastructure grant program.
Sen. Kay Bailey Hutchison of Texas, the ranking Republican on the committee, complained that this measure was added at the last moment and said it is flawed because it creates "a new, unfunded discretionary grant program."
She cited concern by American Trucking Associations that without a named funding source or amount, the program might wind up taking money out of the Highway Trust Fund. ATA, in a letter to the committee, said that a multi-modal program should be paid for out of general funds rather than the highway fund.

I am not totally sure that tomorrow's truck will be powered by Alligator biofuel. Even if it does happen, it just doesn't seem that likely in lieu of natural gas, hydrogen cells, or solar power. First Mexican Trucking Company Has Permit Delayed Due To Safety Concerns
Great article in Transport Topics. After all the argument over whether to allow Mexican Trucking in the United States the first Mexican truck company is having their permit delayed. This surprises me. I know there will be unsafe trucks in the future but the very first one?
Wouldn't all the proponents of Mexican Trucking ensure that the first company to hit the road from Mexico was squeaky clean? This is very very strange and just supports the argument against Mexican Trucking

Confidence Scam Artists Posing as TruckersAs you know thieves are becoming more and more sophisticated and the internet is not helping. One confidence scam to beware of is the dummy shipping company. Basically a conman sets up a dummy online shipping company and bids for freight to steal. Whats really sneaky though is that the thieves will often wait a few loads to lull their victims into trusting them. Some of these scam artists actually have real DOT permits and insurance to further appear legitimate. Truckload Driver Turnover Rises to 3-Year High in 2nd Quarter
The turnover rate for over-the-road truck drivers rose to 79% in the second quarter, according to American Trucking Associations' latest Trucking Activity Report. It is the third quarter in a row of increased churn in the driver market.
The turnover rate for drivers at large truckload fleets rose four basis points from the first quarter's rate of
75%, pushing the rate to its highest point since the second quarter of 2008.
"Even though the increase was small, we still believe the market for quality drivers is getting extremely tight and fleets are aggressively recruiting to fill their openings," said ATA Chief Economist Bob Costello.

Mexican Cross Border Trucking…More Than Meets They Eye
Apparently there are some undisclosed dangers with the new Mexican cross border trucking program that the Department of Transportation has forgot to mention:
- There is a real threat of the Mexican drug war spilling over into our Country
- US companies cannot transport freight into Mexico due to the threat of drug violence
- The DOT has to by law conduct 50% of all vehicle inspections on site. This puts DOT officers, who by Mexican law cannot carry firearms, at risk of getting seriously hurt, kidnapped, or murdered in Mexico
- In Texas alone, 1.2 million violations have been found on Mexican trucks trying to enter the United States and Texas officials claimed not all trucks were inspected when entering the United States
- Mexican trucks don’t have access to ultra low sulfur diesel. Thus they will be emitting emissions into California which were banned in 2006

My biggest question is, how is this going to work? This is not equal protection under law, in this case regulatory law, for all Americans. In fact, this is unequal protection for EVERY American. The only ones who seem to have any rights are the Mexican Truckers.

Researchers pitch gatordiesel as truck fuel

The alligator: Foe or FuelEngineers at the University of Louisiana (UL) have discovered a novel source for making biodiesel: alligator fat.Data shows that oil extracted from alligator fat is easily converted into biodiesel, and that the oil is actually better for biodiesel production than other animal fats, as the gatordiesel is similar to biodiesel from soybeans, researchers said. The end product also meets most of the standards for high-quality biodiesel.
Researchers Srividya Ayalasomayajula, Ramalingam Subramaniam, August Gallo, Stephen Dufreche, Mark Zappi, and Rakesh Bajpai published their findings in the Journal of Industrial & Engineering Chemistry Research, published by American Chemical Society.
Louisiana and Florida lead the U.S. in the size of their alligator populations. Every year, the alligator meat processing industry disposes of about 15 million lbs. of alligator fat, generally into landfills. The alligators are harvested from the wild and domestic alligator populations for their skin and meat, the study said.
“This is a really cool idea,” Mark Zappi said to Nola.com. “Our big thing is let’s put a gator in your car instead of a tiger.”

A trucking regulation on President Barack Obama’s list of billion-dollar policy proposals should be scuttled because existing rules are cost-effective and work well, the American Trucking Associations said.Transportation Department regulations already in effect on driving-timelimits have “helped trucking achieve unprecedented highway-safety gains,” wrote David Osiecki, senior vice president of policy and regulartory affairs for the Arlington, Va., trade group. The new rules would “impose new and unwarranted costs,” he said.Transportation Secretary Ray LaHood should scrap the proposal to comply with White House Chief of Staff William Daley’s instructions to Cabinet members to make economic growth and job creation the guiding principles in shaping regulation, Osiecki said in the letter.
He addressed it to Cass Sunstein, administrator of the White House Office of Information and Regulatory Affairs.
Obama listed seven proposals, including two for the trucking industry, in an Aug. 30 letter to House Speaker John Boehner, responding to the Ohio Republican’s request for pending regulations that would cost business $1 billion or more. Another trucking group, the Owner-Operator Independent Drivers Association, said Sept. 1 those initiatives are so politically sensitive they might not survive.
